Residency – fictitious or sentimental?

Non passa giorno in cui non venga riportato sui giornali qualche atto investigativo da parte del Dipartimento Finanziario Italiano e in collaborazione la Segreteria delle Finanze di San Marino, su quei cosi' definiti '' furbetti '' che sembrano avere invaso i nostri Castelli con indirizzi e abitazioni presumibilmente vacanti, o minimamente abitate.

Sono pienamente d' accordo sul fatto che le Guardie di Finanza Italiane debbano, per proteggere gli interessi del Paese, scovare, processare quei '' furbetti'' che approfittando della possibilita' di celare dei capitali in istituzioni bancarie godenti dell' anonimato del portatore, usano delle residenze '' fittizie''.

Tali azioni offrono opportunita' a ditte operanti su suolo Italiano di omettere dalle loro dichiarazioni dei redditi, somme nascoste e esenti da tassazioni versabili ai comuni in cui conducono attivita'.

Pero' non tutti i '' furbetti '' sono uguali.

Non e' un mistero per nessuno che anche in America, Argentina, Francia e presso qualunque angolo del mondo in cui i Sammarinesi conducono vite operose, la questione che non pochi abbiano delle residenze dubbie, ma gli scopi delle loro '' residenze '' non sono di carattere strettamente economico o fiscale,

se qualcuno risulta che risiede a Chiesanuova, Faetano, ecc. ecc. e' solo reo, o rea, di essere sentimentale e di volersi sentire ancora allacciato al cordone ombelicale della Madre Patria, e sente in lui o lei, il desiderio di avere il diritto ad un suo automezzo, ad una licenza di caccia, e di considerarsi uguale ai loro famigliari che non hanno mai dovuto emigrare.

Vogliono avere un' ancora, dopo aver navigato per mari avvolte burrascosi.

Vogliono una dimora al loro ritorno ai posti che li hanno visti nascere, crescere e partire.

Vogliono essere padroni di abitare nella casa che un padre ha costruito con le sue mani ed i soldi mandatigli dal figlio emigrato per completarla.

Qualcuno le definisce '' FITTIZIE '' io da semplice Sammarinese che e' lontano le definisco ''SENTIMENTALI E NOSTALGICHE''

Quanto sopra descrive argomenti di valore inestimabile per chi conduce una esistenza in terra straniera,

ma leggi ingiuste, e personaggi avidi e egoisti impediscono a persone come il sottoscritto di realizzarli.

Noi emigrati non cerchiamo rifugi dai gendarmi, non cerchiamo nascondigli per ricchezze illecite, non cerchiamo modi di reciclare e pulire soldi sporchi, e evasioni fiscali.

Perche' non si possono fare distinzioni tra chi come noi vuole sentirsi piu' attaccato alla nostra terra,

da coloro i quali vogliono solo trarre profitto disonesto dalla bonta' della nostra gente?

Se mio Padre prima di morire mi ha lasciato un piccolo capitale immobiliare, perche' devo farne un segreto?

Se torno a vedere le mie colline, il mio cielo ed i miei cari per poche settimane, sara' possibile che un giorno io debba chiedere un permesso di soggiorno alle autorita'?

In fine, perche' la Grande Italia si sfoga con la nostra Repubblica con tanta tenacia e prepotenza?

Perche' non agisce nella stessa maniera contro altri paesi che la priva di redditi fiscali, come la Svizzera, il Luxemburgo e anche Monaco e il Vaticano?

Quelli di New York, Detroit, Grenoble, Jujui, Genova, Camberra, e tutti gli altri che per offrire un futuro migliore ai loro cari un giorno partirono, NON DEVONO NASCONDERSI DA NESSUNO.

UN SAMMARINESE A NEW YORK.

On the theme on residences and after the words by the Italian Senator Tremonte, a Sammarinese resident abroad intervenes by also remembering the sentimental legacy toward his own Land.

There is not a day that passes when in the newspapers there is some investigation by the Italian Financial Department with our Secretaries of State, on the so-called ‘smarty pants’ that they presumably seem to have invaded our Castles with addresses and with fictitious residences or, at least, those occupied for a brief time. I fully agree on the fact that the Italian Department of Internal Revenue owes to protect the affairs of their Country, to find, to bring to trial those ‘“smarty pants” who are taking advantage of the possibility in concealing some income in the banking institutions by using their 'fictitious’ residence. This type of “under the table” action offers companies that operate on Italian ground to omit from their declarations incomes, hidden exempt sums from taxations that should be given to the communities where they conduct their activity.

However, not all the “smarty pants” are the same.

This matter is not a mystery for anyone in America, Argentina, France or whatever part of the world where Sammarinesi conduct their hard-working lives. It is only a few that have some doubtful residences but their purposes of their 'residences' are not of economic or fiscal nature. If the results of a “fictitious” residence shows that someone who resides in Chiesanuova, Faetano, etc., is guilty, then they are only guilty of being sentimental because they still want to feel tied to the umbilical cord of the Mother Country and they feel, in him or her, the desire to have the right to an automobile license, a hunting license, and consider themselves equal to their families who never had to emigrate. They want to finally anchor after they navigate in rough seas.

They want a home for their return to the place where they were born, grew-up and departed from. They want own and live in the house that a father built with his hands and with the money sent him by his/her child who emigrated.

They want, can you image(?), to bring their savings to their native Land. Someone defines this 'fictitious' but I, as a simple Sammarinese from over seas, defines this as 'sentimental and nostalgic right'.

We, who emigrated, do not look to hide away illegitimate wealths; we do not look for ways to recycle and to clean dirty money. Why can there not be a distinction between us who want to feel more attached to our Land from those people who want only to draw deceitful profit from the goodness of our Land? If my father, before dying, left me a small real estate why should it be a secret? If I return to see my hills, my sky and my relatives for a few weeks, in this way of doing, will one day I have to ask for a residence permit from the authorities? In the end, why doespowerful Italy want to be so tough with our small Republic? Why doesn't it act in the same way against other countries that deprive fiscal incomes as Switzerland, Luxemburg and Monaco and the Vatican? Perhaps, now our country should not be so submissive or scared. It is time, as history tells us about the pride of our ancestors, that they fought and immortalized the road that kept us free and most of all, our sovereignty.

Those of New York, Detroit, Grenoble, Jujuy, Genoa, and all others offer a better future for their loved ones so that if one day they may leave should not have to hide anything from anyone.
